El ex magistrado Augusto Aguilar, quien además es miembro del Consejo de Expertos Electorales del América Latina, expresó que este documento contiene un elevado porcentaje de un proyecto de ley, pero que han dejado por fuera ciertos temas polémicos y sensitivos.
